Just upload an updated patch for discussion. Here is the changes
1. add a property to set max wait time
2. add a property to decide if it waits for all shard leaders to be active or
all replicas
3. fix issues in [[email protected]]'s review except for the following one.
bq. Should probably check if the replicas node is listed under live nodes as
well as if it's active?
