This seems to have stalled a bit, but I did want to add that the situation I
saw at one point was _not_ distributed deadlock. Rather the follower just got
so overloaded that the request from the leader timed out. The leader then
forced the follower into LIR.
I think this situation is handled by this patch, just adding this in for
completeness' sake.
