If you call IWC.setRAMBufferSizeMB even after the IW is init'd, this *almost*
works; I think the only problem is that DocumentsWriter has a private copy of
the RAM buffer size. We can simply fix that (it can pull from config, too),
and then re-enable the test we used to have that asserts that live changes to
the RAM buffer take effect.
