the CoreContainer.coreInitFailures is a map which is intended to track a core
that has failed to load, most likely due to unrecoverable errors (such as
index corruption). This prevents other operations as well (such as delete)
because any operation involving that core would consult this map .A race
condition is not unrecoverable. Imagine the race condition didn't occur, the
core would not have been entered into this unrecoverable list and that is the
expected behavior
