Right I got around that by creating .system first and uploading before I 
created a collection with a config that uses the blob store. I think some 
configurations that NEED the blob to function properly will want to fail if the 
blob store (and/or the blob) is not available. Both Using and not Using 
BlobStoreAware might be reasonable? Or maybe the interface should have a flag 
identifying if it is allowable to open the server without it?
