Currently the data and tlog directory path is not exposed as part of the
clusterstate.json. This information is important for implementing HDFS based
Solr snapshots. In case of HDFS based snapshots, the overseer will figure out
the correct HDFS path for the Solr collection and invoke HDFS API to capture
the snapshot.
