The primary driver for this is SOLR-8888, where compression of the edges being
streamed to the worker node is a massive performance win. But this will also
come in handy in any streaming scenario where the network is the bottleneck.
[~jpountz], I'm interested in using https://github.com/jpountz/lz4-java. Let me
know if you see any issues with adding this as a Solr dependancy.
