Summary: Refactor SloppyMath.haversin from SloppyMath to GeoUtils

The {{haversin}} method is currently in {{SloppyMath}} but is used specifically
for geo. With the new {{o.a.l.geo}} package in the core module (LUCENE-7152) it
makes more sense to refactor this to {{GeoUtils}}
