* adds new {{GeoEncodingUtils}} to {{o.a.l.geo}} package in {{core}} module
* refactors public {{LatLonPoint.encode*}} methods to new {{GeoEncodingUtils}}
helper class
* adds new {{TestGeoEncodingUtils}} to core tests
* Refactors {{TestLatLonPoint}} encoding methods to new
{{TestGeoEncodingUtils}} class
