When somebody is looking for an older release of Solr, currently it is
somewhat non-obvious how to find it.  The "download" link on the Solr
website *briefly* lands on a page with the proper link, but it only
takes three seconds for this page to disappear and be replaced with a
"mirror chooser" page where only the latest release can be found.

I see two solutions, and we might want to consider implementing both:

1) Increase the delay on the download page before redirecting to the
mirror chooser (15-30 seconds) or eliminate the automatic redirect
entirely and just put a link to the mirror chooser on the page.

2) Place a link on the mirror chooser page for the archives.  Since this
page is automatically generated by a script, I am not sure how much
control we have over what shows up there.

Normally I think links on the word "here" are bad form, because they are
not easily located by site visitors.  An archives link on the mirror
chooser page is an example of a time when it just might be appropriate. 
We could have something on the mirror chooser page that says "For older
versions, visit the archives here".  In this case, it's actually a
*good* thing to make that particular link require a second look -- so
that a typical user that *does* want the latest version will not be
drawn to the link.  Perhaps Infra could do this on the mirror chooser
page for all projects.  I can open an issue with Infra.
