Simple patch that collects the pass through params in the SQLHandler and adds 
them to the StreamContext.

CloudSolrStream and FacetStream now look for the passThrough params in the 
StreamContext and add them to the outgoing Solr request if they are present. 

This approach allows us to pass through params with minimal changes to the 
SQLHandler, which doesn't need to know about the pass through params to build 
it's queries.
