Patch. This also uncovered a couple of bugs in the collection state watcher
API to do with collections in state format 1:
* format-1-collections wouldn't trigger notifications on updates if they hadn't
already been registered
* registering a watcher on a format-1 collection wouldn't check the current
state if the collection wasn't already watched
