Hi [~romseygeek]! I'm about to upload a slightly different patch to fix a few
nits, but I did notice a potential problem: most callers of
refreshLegacyClusterState() throw away the results. In certain code paths,
observers of collections in the legacy format won't see any changes even though
our in-memory rep is updated.
