I don't think it takes a weird topology - just more replicas than thread to
load them in a shard.
The current behavior is trappy if you want to try and load tons and tons of
cores. The change in behavior is trappy in general.
I think we always anticipated a better strategy to deal with this, but I don't
think this does it very well.
