The PMC should have stood up at that time and shut down those private 
conversations. That is a failing of the PMC.

Refactorings should be quite allowed, as *all* the code is under the purview of 
the PMC. It isn't "Lucene" and "Solr" ... it is lucene.apache.org. The PMC is 
responsible for the whole thing. If somebody takes issue with a refactoring, 
then they better have a damned good TECHNICAL reason to attempt a veto of it. 
And the PMC should be slapping down people who make repeated bullshit vetoes 
(again: remove their PMC membership and commit rights until they've learned to 
work with others).

If you're not satisfied with the operation of the PMC, then raise it to the 
Board. That is what we are here for: to fix the PMC when it is broken. And as 
I've said: our fixes are usually pretty extreme, so you better try and work it 
out yourself first. Get your policy reset on those kinds of changes. Start an 
explicit conversation IN PUBLIC, rather than allowing yourself to be driven by 
crappy private bullshit. Shine a light on this stuff, or you're going to be 
stuck. And it'll be your own fault.
