* added .template extension to the list of files to be checked (e.g.
pom.xml.template)
* fixed tabs-instead-of-spaces for some pom.xml.template files
* factored 'package declaration precedes license header' logic into
{{checkLicenseHeaderPrecedes}} function
* extended checkLicenseHeaderPrecedes logic to .xml\[.template\] files
* fixed tag-precedes-license-header for some pom.xml.template files
