git checkout branch_6_3

or:

git clone -b branch_6_3
https://git-wip-us.apache.org/repos/asf/lucene-solr.git solr_6_3

should work.

worked for me on a fresh clone of the Solr repo.

But as Steve says, having an empty repo is probably where you're at now.
