It would seem the next step is probably to make the ZkController#preRegister 
phase more efficient. We would want to try and avoid all the individual down 
publish calls. This is what initially populates those entries in ZK though, 
which is why this was not simply switched to a more efficient 'down' node 
Overseer action like some other places. We may need another bulk Overseer 
command or perhaps we can expand the 'down' node one.
