I saw this problem in Solr 6.3.0.
At first I thought the reporter's problem might be because the class doing the
logging (AbstractTracker) is not part of Solr -- it's part of Alfresco ... but
I duplicated the issue on a completely stock Solr. Will attach screenshot.
