LUCENE-7466 added the {{Axiomatic}} Similarity class, but there is currently no
Solr {{SimilarityFactory}} (and it has no zero-arg constructors) so it can't
currently be used in Solr.
Adding a factory for this Sim should be fairly trivial to do.
