This is very similar to LUCENE-7453, Paul. Both you and Ryan are probably right
-- the naming is unfortunate. But then -- it's been with us for so long and so
much code depends on Lucene (directly or indirectly) that it'd be a huge
inconvenience for everyone to do such renames. See the discussion in
LUCENE-7453, the arguments would apply here as well.
