400ms for a page of 100K documents isn't bad; most of your time is I'm sure in 
retrieval; the query itself (i.e. time to return zero docs) is probably fast.  
There are ways to retrieve data in bulk from docValues if you don't need a lot 
per document.  Sharding helps too.

I think further discussion should go to the mailing list.  It isn't apparent 
there are specific improvements to be done to Lucene/Solr code here.
