The Confluence-based Ref Guide has a good set of policies and procedures for
publishing the Ref Guide at
https://cwiki.apache.org/confluence/display/solr/**+Internal+MetaDocs.
Some of the current docs will transfer nicely to the new model. However, new
processes will be required for publishing online versions of the guide since
that is brand new.
