Currently preregister of SolrCores does not include shared data dirs because
the SolrCore is not available. This means if a SolrCore fails to create and you
are left with just the preregister info, there is no way to know the shared
data dir entries to take over that entry anymore. We can improve this by using
the existing shared dirs published if they exist and we don't have a SolrCore
yet.
