review/develop suggest API for lucene users

Currently, the suggest module only exposes the Lookup class to API users.
It might be worth exploring if we need a "Suggester" or similar class here to
make this easy to use for Lucene users... in general we should review the
overall APIs
we are going to be presenting here.
