Continuing to work on this. I think I've actually made progress on the design
part of it, but I feel like I'm backsliding on the implementation.
Summary of changes:
* Removes LIRThread
* Moves LIR down notification entirely to ZK
* Each core sets a watch on LIR node when publishing self as active to be aware
of LIR state changes.
* Each leader sets a watch on LIR when publishing follower into LIR to know
when it has started to recover and can start sending updates again.
> Leader incorrectly publishes state for replica when it puts replica into LIR.
