I can't reproduce this problem in a different local repo - I'm guessing
something weird happened when I switched to an older branch, ran {{ant
clean-idea idea}}, then switched back to a newer branch and did the same thing.
I fixed the problem in IntelliJ in the original repo by "importing" the missing
module using its own existing .iml file.
