This patch assumes that Auth can only be enabled with SolrCloud. However, we
now also support {{security.json}} in {{$SOLR_HOME}} for standalone.
Propose to try to replace explicit {{zkClient}} logic with using
{{SecurityConfHandler}}, ({{SecurityConfHandlerLocal/SecurityConfHandlerZk}}
somehow. They have a nice {{SecurityConfig}} abstraction as well as
{{persistConf(SecurityConfig securityConfig)}} methods. May need to refactor
some of these into static methods or something to access from SolrCLI though.
