The {{bin/solr}} usage part does not mention {{-z}} option, while the 
{{bin/solr.cmd}} version does.

Attaching a new patch SOLR-8840_opt_parsing.patch which fixes usage print, and 
improves opt parsing for bin/solr and modifies SolrCLI to accept 
{{enable/disable}} as arguments instead of options. This should work both for 
linux and windows but not tested on windows.
