[~mikemccand] I ran into the same bug when trying to upgrade icu to 58.1.
Running ??ant unicode-data?? does not fix the issue.
Since 59.1 is also out I then tried to upgrade to this new version. This time
all the tests pass so it might be due to some bug in 58.1 ?
Here is the patch I used for the upgrade to 59.1.
