improve error handling for test_utf8.sh or other scripts that want to use curl

when testing solr release candidate, i tried running test_utf8.sh just as part
of the tests, but got an error 'Solr is not setup' even when it was actually
running.
this was because i didn't actually have curl on my computer... if any scripts
like test_utf8.sh or post.sh have similar handling it would be an improvement
if they could somehow check that curl exists.
