Got it. I think moving it to solr.xml is sub-optimal, but much better than what 
we do now. Putting it in solr.xml conveys that it's an instance-wide setting 
_much_ better than putting it in solrconfig.xml. 

And functionally this is no different than what we do currently in the sense 
that to be useful _all_ the solrconfig files for _all_ the cores in the JVM 
need to have the same setting. Which means you can't have one core respect one 
limit and another core respect another limit.

Which would be just what putting it in solr.xml would do too. The solr.xml 
option makes it a lot less trappy.
