That's just for Jenkins, a normal committer should not need to run it. The
problem is only if you change fundamental facts of the build (like Java
versions,... - or the README file!), in that case it is good to run it! But it
requires lot of setup on the local machine - exact ANT/Java versions,...
In short: I'd always commit and wait what Jenkins says. You just have to react
in time, once it fails :-) No reason to test all this before committing!
Jenkins is there to check that all is fine!
