Patch for review:
* some refactoring to clarify what are the user-visible listeners as opposed to
internal event processors,
* improved {{AutoScalingConfig}} and instantiation of listeners in
{{ScheduledTriggers.TriggerListeners}},
* unit tests.
This is a sizeable patch, it's probably better to review the changes using
branch {{jira/solr-10996}}.
