I've created a branch named jira/solr-11165 based off of autoscaling branch for
this issue and pushed some changes. I kinda forgot that 7.0 has limited
autoscaling features and wrote an overview page having 7.1 features. So I have
put my current work on this branch and I am going to disentangle the 7.0
specific stuff and put it on master as part of SOLR-10821.
