Ishan Chattopadhyaya resolved SOLR-10920.

Fix Version/s: master (8.0)
Fixed this for the bin/solr script. Fixing at bin/solr.cmd is going to be very
ugly, since Windows scripts don't support AND or OR with the IF conditions.
I've left it as it was; this can be fixed in a subsequent issue.
