This attached SOLR-11278-cancel-bootstrap-on-stop.patch fixes the strange 
status messages seen in the logs by Amrit. What happens is that on stopping 
cdcr, we stop only the bootstrap status runnable (started on the source 
cluster) but we do not abort the bootstrap running on the target cluster. This 
causes the status to return RUNNING on the target even after cdcr is stopped. 
This patch cancels the running bootstrap on the target cluster.
