This code has been re-worked recently with the move to pluggable transient
cores, see: SOLR-8906. There was a problem with the test, I suspect 8906 and
associated changed the return from the loaded core list and since this test was
BadApple'd I didn't fix it.
Anyway, 250 iterations later and this test succeeds so I'm removing the
@BadApple and we'll see what happens on Jenkins.
