This passes the shell script test (Thanks Luiz!) All tests pass.
This surrounds all the instances of createFromDescriptor with a call to
waitAddPendingCoreOps/removeFromPendingOps. I think there were several more
potential problems, create, load and reload all were unprotected.
Also added a fairly detailed comment on why moving this to createFromDescriptor
won't work.

Can you give this a spin? If you still see the errors let me know, plus a
little more detail about your setup. Or is it just you have a bunch of cores
and are pinging when starting Solr?
