The checkout I used to create the patch wasn't up to date, and there were
conflicts when I pulled the changes.
I started over and created a whole new patch. It adds to the 7.1 section of
CHANGES.txt, but since the 7.1 branch has already been created and seems to be
on a fast track, it might be too late to put it there.
