Yes, but currently it wouldn't be a clean separation.

The slow query logging is done by SolrCore, at the WARN level.  The problem is 
that there are other things logged in SolrCore at WARN, so log4j cannot easily 
tell them apart, and they're not the kinds of things you want in a slow query 
log.  The patch provides the special logger so that slow queries can be handled 
entirely separately from the other warnings that SolrCore logs.
