Cao Manh Dat resolved SOLR-11499.

Resolution: Not A Problem
Right now on receiving requests
- If CoreContainer is initiating, requests will wait for CoreContainer finish
initiating before getting processed.
- If CoreCotainer finished initiating, and requests are collection specified,
we will route the request to another live node
So this is not a problem.
