PayloadScoreQuery is the only place that currently uses
SimScorer.computePayloadFactor(), and as discussed on LUCENE-8014, this seems
like the wrong place for it. We should instead add a PayloadDecoder
abstraction that is passed to PayloadScoreQuery.
