Noble:
for <3> can we include just a statement in the return to the request that the
configset is still there, similar to what we do when we create a collection
using the _default configset? Perhaps even give the configset API command to
delete it or direct the user to the ref guide for the configset API?
And in either case this would be when the configset was "dangling", i.e. no
collections use it any more, right?
