Summary: Allow IndexWriter to opt out of flushing on indexing
threads

Today indexing / updating threads always help out flushing. Experts might want
indexing threads to only help flushing if flushes are falling behind. Maybe we
can allow an expert flag in IWC to opt out of this behavior.
