FWIW...
If you look at a recent failure on either the master or 7x builds on
jenkins.thetaphi.de, it will tell you that the test has been failing for a long
time...

*** but if you look at #7195 the only reason it didn't fail then is because it
was never run
*** a lucene level test failure caused jenkins to abort w/o running any solr
