Mark Miller resolved SOLR-10075.

Resolution: Fixed
Actually I guess I can keep this class and use tests.ifNoTests sys prop. I
don't like that this test is the only one we have that requires that you are
not a super user, I think that is a bad precedent, but really I just want it
off the top of the list of bad tests in the test report.
I'll just rename this JIRA to moving the assumptions to a before class method.
