I think we want to default to something pretty generous. 10-20 minutes even.
Large installs with heavy updates should shutdown gracefully by default. Those
that run into issues that mean they want to kill faster can lower the setting
individually. When you don't shutdown cleanly you can cause tlog replay on
restart. We don't want a good sized default install to shutdown ungracefully as
a regular occurrence that a user has to debug.
