If such a policy rule is configured, and there are 3 or more replicas placed
in a node with port 8983 that is a violation. The suggestions end point should
give suggestions to move replicas from those nodes so that the policy rule is
not violated. For example , if there are 4 replicas for a given collection on
nodes with port 8983 , the suggestions API would return 2 MOVE_REPLICA
operations
