I briefly looked at the code. The testBasics failure is due to using the first
jetty instance. The {{testMostInSyncReplicasCanWinElection}} test shuts down
the first jetty and starts it back up at the end. But if the
{{testMostInSyncReplicasCanWinElection}} fails and then {{testBasics}} is
executed then it will always fail. I'll fix the side effect in this test first.
